  field error on user tab's edit popup

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  ==how to reproduce==

  1. login as admin

  2. under admin > identity panel > users, click on the 'Edit' button
  for an existing user, or create a new user and then click 'Edit'

  3. change the user name to something different and press 'save'

  => it will give you an error for 'Primary Project' dropdown that says
  'This field is required.'

  4. Select a Primary Project field and 'save' --> it will say
  successful

  5. However, when you open the 'Edit' box again, the Primary Project is
  *not* what you selected - is is back to the default
