Changing policy "volume_extension:volume_tenant_attribute":
[["rule:admin_api"]] to "volume_extension:volume_tenant_attribute":
[["rule:admin_or_owner"]] for cinder api fixes this.

  Some actions in the volumes table do not show for normal user

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  It's easy to reproduce:
  1. create a volume by a normal user.
  2. go to the volumes table, there is no other row actions except 'Edit Volume'.
