libsqlite version 3.8.2 changed the format of error messages
(http://repo.or.cz/w/sqlite.git/commit/6b889b7f5759b998436b8c05848b8706cc4e62ac).
We should update the common DB code in oslo to parse unique constraint
errors correctly.
