  use oslo.rootwrap library instead of copying from oslo-incubator

Bug description:
  The code for oslo rootwrap currently exists in two places, oslo-
  incubator (https://github.com/openstack/oslo-incubator) and as a
  separate library (https://github.com/openstack/oslo.rootwrap). At some
  point, the code from oslo-incubator will be removed, and we should use
  the oslo.rootwrap library instead.
