  Error notification payload not a dict

Status in OpenStack Image Registry and Delivery Service (Glance):
  Won't Fix

Bug description:
  According to the NotificationSystem wiki page [1], the payload element of the notification envelope should be a python dict.
  Certain error priority notifications in Glance are emitted with a string as a payload. This breaks the contract defined
  in the docs.

  An example of this can be seen in this notification: https://gist.github.com/ramielrowe/6225570
  This notification is generated as part of glance.api.v1.upload_utils.upload_data_to_store(...)

  The expected payload would be something like:
  'payload' {'message': 'Received HTTP error while uploading image xxxxxxxxxx'}
  But, it may also be a good idea to include further details about the exception, like the exceptions class.
