  Neutron example log config descriptions are incorrect

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The existing neutron.conf example files describes verbose/debug as
  follows:

  # Default log level is INFO
  # verbose and debug has the same result.
  # One of them will set DEBUG log level output

  This is incorrect. Neutron's default log level is WARN (like most
  other OS services) and these options enable INFO and DEBUG levels
  respectively.
