  Image size won't be updated if locations are updated to empty

Status in OpenStack Image Registry and Delivery Service (Glance):

  Based on current design, the image status will be updated to 'queued'
  if all locations are removed from the target image, but for now, the
  image size won't be updated. It doesn't make sense and will confuse
  the end user.
