  Missing image size after adding/updating the locations

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  Reproduce steps:

  1. Create an empty image without image data/locations
  2. Update image with PATCH (add/replace) to add locations
  3. No image size even the image is in active state
