  Code documentation is not generated

Status in OpenStack Identity (Keystone):

Bug description:
  
  The "Code documentation" section of the developer documentation is empty. It should have the docs generated from the code.

  It's supposed to be here: http://docs.openstack.org/developer/keystone
  /#code-documentation

  This makes it difficult to write new code with docstrings because you
  can't verify the docstrings get translated correctly.
