  xenapi: Update instance overhead estimation

  Fix Released

Bug description:
  The instance overhead estimation in the xenapi driver is inaccurate
  for instances with larger numbers of VCPUs.  It predicts an overhead
  value lower than the actual VM overhead in some cases.

  with newer information.  Gerritt review will follow shortly.
