  Hyper-V agent fails when enabling Ceilometer metrics collection

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The Hyper-V agent raises an exception when setting the
  "enable_metrics_collection" option to true.

  This is due to a missing method here:
