  Removed erronus config file comment

Status in OpenStack Neutron (virtual network service):

Bug description:
  The comment 'DHCP agents needs it.' at
  https://github.com/openstack/neutron/blob/master/etc/neutron.conf#L183
  is incorrect. Looking through the code, I see no place this is
  actually true. I believe it to be an error.

  This looks to be _only_ related to notifications, and holds no impact
  to the DHCP agent, which listen to their own set of queues.
