  page size cookie set only read by settings dash

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  A cookie, horizon_pagesize, is created when the user settings input is
  saved.  The cookie is only ever read on the settings page.

  Additionally, we have duplicate code every time we access the page
  size, this should be centralized.
