Bug description:
Hi,
Currently with Horizon it's not possible to attach a volume to an instance which status is "Shutoff". The CLI allows this. Some OS doesn't support well volume hotplug (such as Windows server 2012 with virtio 0.1-65, as confirmed in the comments of http://www.cloudbase.it/openstack-windows-server-2012-r2-evalution-images/). Thus, for some OS, to shutdown the instance before attaching a volume is safer.
I suggest to loosen the patch which followed this bug report :
