Title:
  database backup download cannot be used for private containers

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  When user clicks on Download for a database backup, they are using the
  locationRef that is stored with  the database backup. Instead we
  should leverage the containers functionality for downloading a swift
  object from a container since this will handle cases such as
  private/public containers.
