[Bug 1215627] Re: Keystone Should re-use non-expired tokens, instead of generating new tokens.
As Dolph pointed out this is not the direction we are going with tokens.
This issue will be handled by ephemeral tokens.

Bug description:
Keystone should re-use user non-expired tokens on create requests.
If user requests a new token, then Keystone should authenticate and
instead of generating a new token, reuse an existing token.
