[Bug 1271775] Re: common log format
Turns out it's not keystone's logging.conf has to change. Devstack had
to change to stop using keystone's logging.conf. I believe I fixed this
with https://review.openstack.org/#/c/68530/ in devstack.

Bug description:
The different projects need to use a common log format.
The requirements are:
1) same format for all the logs so that they're easily parsed
2) format must use milliseconds
There might be a format defined by oslo that we can use.
Also, this must be what devstack sets up, so it's probably keystone's
logging.conf that has to change.
