longer seems worthwhile fixing

Bug description:
Now that domain have separate name spaces for user, group and project
names (see: https://review.openstack.org/#/c/21951/), a problem exists
if a customer tries to downgrade a populated database that makes use
of this feature back to Folsom where there is a single global
namespace.
A possible solution would be to rename the names to something like
"domain_name:user_name", but of course there is no guarantee that this
will fit in the size of field available. A second alternative would
be to ONLY migrate back those entities that are owned by the default
domain (since that is where they were put during the upward
migration).
Alternatively, we may just chose not to support such a downward
migration once the domain features have been utilised.
