  Incorrect handling of spaces in SSH public key comments

Status in Init scripts for use on cloud images:
  New

Bug description:
  If an injected SSH key contains spaces in the comments field, cloud-
  init fails to disable the key and root logins are thus not prevented.
  This only affects older versions, I believe prior to 0.7.2. But a lot
  of current cloud images (12.10 and older) are affected.
