  031 migration script failed on DB2

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  031 script doesn't work on DB2, because DB2 doesn't support GROUP BY
  against TEXT. So this bug is opened to track seeking a better way to
  implement it cross-database. See
