  I18n:  untranslated help text for port create

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  In Admin->Networks->[network name]->Ports->Create Port, the Device ID
  and Device Owner have untranslated tool tips.  Looks like the issue is
  in openstack_dashboard/dashboards/admin/networks/ports/forms.py
