  NSX: set port status according to fabric status

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  The current implementation of the plugin uses the NSX link_status
  indicator.

  In order to have the same semantics for operational status as the
  reference Neutron plugin, operational status should reflect that the
  port has been wired and is ready to send/receive traffic once an
  interface is plugged into it.

  For this reason it should reflect the fabric_status NSX indicator.
