[Bug 1290561] [NEW] Failure in Cisco N1KV controller due to lack of L3 port info

A recent API change in Cisco N1KV controller requires L3 params for port creation.
N1KV Neutron plugin does not pass these params in the REST call to the controller.
The fix is to add the missing params in the REST body.
