Public bug reported:

After running cmd "nova-manage db archive_deleted_rows --max_rows ", the result shows that the tables INSTANCE_ACTIONS and INSTANCE_ACTIONS_EVENTS are not archived (the 'deleted' column for the rows of related instance is never set to True, )
when the instance is already deleted.
