    List filesystem and swift as known glance stores
    
    Glance used to default to include all stores as "known" but has now
    switched to only knowing the filesystem store by default. As of

  Causes an upgrade failure if users are backed by swift, as it is not
  in the list of defaults anymore.

  This change should be reverted and depending on the list should be
  logged as a deprecation warning for 1 cycle.
