  Plugin switch issues undocumented

Status in OpenStack Manuals:
  New

Bug description:
  Switching plugins may currently it seems lead to issues even though
  the configuration is correct. The docs should therefore clearly state
  that such issues might occur when moving from one plugin to another to
  save customers headaches in trying to figure out the issues.
