Title:
  neutron rabbitmq cluster is not working

Status in OpenStack Neutron (virtual network service):
  Won't Fix

Bug description:
  when i set "rabbitMQ clusters" in quantum.conf  like

  rabbit_hosts=server1:5672,server2:5672,server3:5672
  rabbit_ha_queues=True

  if i kill one of the rabbit server like server1 or server2 
  quantum api server make error message "lost connection to server1"

  and it don't progress any more.

  after i start the killed server and restart neutron API server
  it starts to interact with MQs
