[Bug 1291859] [NEW] Launch instance from RHEL image, /dev/sda1 is not resized to boot disk size specified in flavor

Image: rhel-guest-image-6.5-20140121.0.x86_64.qcow2
I used the image in ESX environment, so I converted it to vmdk by qemu-
img.
Launch instance from this image, then use df -lh to check disk utility, the size of /dev/sda1 is 15GB.
Boot disk size specified in flavor is 21GB.
Then using fdisk -l to check, /dev/sda is 22.5GB, the left size is not
formatted and no filesystem in it.
