With 206 failures in about 60 hours, this must be a critical issue for neutron.
I am setting Icehouse-RC1 as milestone for Neutron, but will untarget if it turns out to be a tempest issue.

  Frequent failures in L3 Agent Scheduler tests

Status in Tempest:

Bug description:
  In the past 60 hours a high number of tempest failures are occuring
  because of mismatch error in L3 Agent Scheduler Tests.

  At the moment it is not clear whether it is a tempest or neutron issue.
  Neutron logs do not contain any ERROR/EXCEPTION/WARN message which can be connected to this test's failure
