I18N team has a criteria which languages are imported in the release.
Horizon team will import latest translations and update the language
list. It is a part of Horizon release process. Thus requesting to add
specific languages in a bug is invalid.

The criteria is (a) translation is completed or (b) language coordinator
declares their translation has good quality for the release though the
translation is not completed yet. Before Havana release I18N team
discussed and made a vote for the criteria. If you are interested in
I18N work, please read openstack-i18n ML or send a mail to dev ML with
[I18N] title.

  Re-import translations from Transifex to master

Status in OpenStack Dashboard (Horizon):

Bug description:
  Some languages was removed in
  https://github.com/openstack/horizon/commit/4910222356fbd2aeb0dab1b3cebe00330c2641f7
  , we should add them back.

  The following languages have ~100% completion in Transifex but not in master:
  - zh_TW
  - ru

  Those two was imported to Havana but not master in
