Title:
  Create User form fields are pre-filled

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When I go to Admin > Users > Create User, I see that the "Email" and
  "Password" field are pre-filled and highlighted in yellow.  This
  behavior is unexpected.
