[Bug 1296549] [NEW] can't disassociate floating-ip and delete vms while host is in invalid

Now if a host is down ,then vms on this host can't be deleted by 'nova
delete' and floating-ips which bind to vms will also can't be
disassociate by 'nova floating-ip-disassociate'.It seriously affects
operation and maintenance.
