[Bug 1300017] [NEW] lbaas on a network without gateway

Public bug reported:

I'm using haproxy in lbaas.
When I use lbaas to create vip on a network without gateway_ip, and in the network route, I set up "0.0.0.0/0,$gw_ip".
The VM on this network can work well and get gw_ip. But in the LB netns, I find that there no default gateway route rules.
So the vip can't work.
