  Plugins can not override templates

Status in OpenStack Dashboard (Horizon):
  Fix Released

Bug description:
  currently, there is no way to extend/override e.g base.html to pull in
  a custom theme via the plugin mechanism.

  Templates from apps added via openstack_dashboard/enabled are searched
  with last priority, i.e. if anything else provides base.html, that one
  will be taken.
