Title:
  Cannot ssh into an instance after reboot

Status in OpenStack Neutron (virtual network service):

Status in OpenStack Compute (Nova):
  Confirmed

Bug description:
  I was able to ssh the instance before reboot on the floating IP, but
  it failed after hard reboot.

  According to this log it was working 2013-10-13_17_48_45_702. So something added after this date, probably related to the issue.
