Title:
  FWaaS  Agent KeyError exception with Router that has no i/f

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  When fw create is done on a tenant which has a router that has no i/f
  added to it - the fw gets stuck in PENDING_CREATE state. On debugging
  this when the agent gets the routers the router_info on this specific
  router is not available and we take a KeyError exception.
