  BigSwitch: certificate file helper functions incorrect

Bug description:
  The BigSwitch plugin has helper methods for writing certificates to
  the file system that are incorrectly defined.

  They are missing the self argument that will be passed in.

  The unit tests were also incorrect in this case since they were
  refactored at right before the merge to avoid any file-system writes
  during unit tests.
