  nec plugin: missing migration for allowdaddresspairs table

Status in OpenStack Neutron (virtual network service):
  Fix Released

Bug description:
  NEC plugin supports Allowed-Address-Pairs extensions but the corresponding migration does not exist.
  It needs to be addressed before removing db schema auto-generation.
