  Task create should return 'Location' header

Status in OpenStack Image Registry and Delivery Service (Glance):
  Fix Released

Bug description:
  When creating a new task, the api correctly returns a 201. However per
  spec it should also return a 'Location' header with the URI to the
  newly created resource. Currently it does not.
