  We should design a pluggable help API for each panel. This generic
  feature would then allow the documentation team to plug-in their own
  explanation of the panel;

Bug description:
  We should design a pluggable help API for each panel. This generic feature would then allow the documentation team to plug-in their own explanation of the panel; 
  FOR EX: If we are at instance tab then the help button should show description of options available to instance pannel, giving more information about each option. (i.e: Every pannel should have customized help page for that particular pannel).
