  [UI] Cleanup import compatibility for Folsom

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  There are several instances where the code is using importany to
  potentially grab horizon.api modules for the sake of Folsom
  compatibility.  Now that Folsom is no longer a supported release,
  those should be removed.
