Bug description:
  It appears that the multipip may be slightly selecting the wrong
  requirement,

  A case that triggered this.

  It appears that this should have selected 'keyring>=1.6.1, <2.0' which
  satisfies both instead of picking >=2.1 (which only satisfies the
  second, not the first).
