This sounds like a limitation of the VNC console, not a Horizon issue.
Closing this bug, feel free to reopen if you think this can/should be
addressed in Horizon.

  Mouse Click Does not work in Console

Status in OpenStack Dashboard (Horizon):
  Invalid

Bug description:
  When using the console in Horizon, keyboard input works but mouse
  clicks do not. I reproduced this on the following machine

  Windows 7 Enterprise
  Chrome 34.0.1847.116 m
