As Victoria explained above, this behavior is by design. Until flavor
updates are supported in Nova, we cannot support them in Horizon.

  make it configurable to change or not change the ID of a flavor when
  updating a flavor

Status in OpenStack Dashboard (Horizon):

Bug description:
  When updating a flavor it will be removed and afterwards it will be
  created again with the same name but with a random UUID as ID. I would
  like to have the choice to update a flavor without changing the ID.
