[Bug 1312953] [NEW] neutron router-interface-add fails

"Invalid input for operation: IP address 10.0.0.1 is not a valid IP for
the defined subnet"

This was found on my devstack when I enabled neutron.

It looks neutron tries to use the default NETWORK_GATEWAY, i.e. 10.0.0.1
for the subnet 192.168.78.0/24
