  cold migration should support pause and suspend

Status in OpenStack Compute (Nova):
  Invalid

Bug description:
  At the moment, cold migration/resize only support ACTIVE and STOPPED
  VM, we should also support VMs in the state of SUSPENDED and PAUSED.
