[Bug 1308377] Re: nova doesn't support resize operation when booting from rbd backend
Ah, the reason I set this to invalid is because there is currently work
on overhauling the cold migration/resize system to not use SSH.
Additionally, this is a documented issue -- you need SSH in order for
Nova to determine that we are in fact using shared storage (for the time
being).

Bug description:
when setting libvirt.image_types=rbd and boot an instance , the disks of instance will be in the ceph storage.
try nova resize instance, the error in log is ssh key error. RBD should be treat as shared storage. so we don't need to move disks.
