[Bug 1317723] [NEW] There should be a log if the admin password is not set

 

Public bug reported:

There is a  configurable "libvirt_inject_password" for libvirt driver inject admin password or not.
But if the value is set as "False", the password will not be inject and the boot work will be succeed without any warning.

Also, in horizon, there isn't any configurable value in config file to
enable/disable the set root password during launch instance.

Without any log and warning in nova-compute/api, and horizon make user
think it work as expected, so I believe it's a bug, to fix it need work
both in horizon and nova.
