  Missing Defaults in the Identity Python Client

Status in Python client library for Keystone:
  In Progress

Bug description:
  The create method of the ServiceManager class of the client is missing
  the default for the description parameter, unlike the service-create
  command of the CLI.

  The client should be changed to use the same default as the CLI.
