  cantnot download 16GB image

Status in OpenStack Image Registry and Delivery Service (Glance):
  Invalid

Bug description:
  I can  create a 16GB  image successfully, but cannot download it.

  At the same time,i can download 12GB image successfully.so why not
  16GB? it is too big?
